Arizona Revised Statues Title 11 - counties  

Arizona Revised Statutes Title 11 - Chapter 6, ASR 11-830 Restriction on regulation; exceptions; aggregate mining regulation; definitions.  This is Arizona's answer to county zoning and ordinances.  It exempts mines greater than 5 acres from following the county rules.  I think its time to change this, or if the state won't then they need responsible regulations in place.  Mines can use as much water as they want in Arizona!

Water and Power: Inextricably tied to Arizona’s Growth An excellent paper presented in 2007 by Richard Rushforth describing the massive amounts of water used to generate electricity for the growing Arizona population.  I wonder what the cumulative water use for the Rosemont mine would be if the water used for their electricity were added into the equation

An interesting paper by Mark Frank Director, Phoenix Active Management Area, Arizona Department of Water Resources, 500 N. Third Street, Phoenix, Arizona 85004  "In 1980 the Arizona Department of Water Resources (Department) was established to administer provisions set forth in the Groundwater Management Act. The Groundwater Code gives the Department broad authority over state water concerns and requires the development of five groundwater management plans that are progressively more stringent for each of the State's five active management areas (AMA). Each management plan is comprised of three primary components: 1) mandatory water conservation requirements for agricultural, municipal, and industrial groundwater users and groundwater distribution systems; 2) a groundwater quality assessment and management program; and 3) a water supply augmentation and reuse program."

Rosemont Survey Report - this is the survey that says 64.5% of the people are for the mine.  Pay special attention to the way the survey was conducted.  Rosemont promises the world, and assuming everything they said was true and accurate the person being surveyed was asked if they would be favorable to the mine.  What a joke!
